After a summer of racing with the Fire and trying a number of small adjustments I am still finding that the top two panels in the full batten sections will not fill fully and are often luffing when the rest of the rig is fully powered up. Any thoughts guys?

It sounds like you've been putting in some effort to optimize your sail setup, but the issue with the top two panels in the full batten sections persisting is indeed a tricky one. To better assist you, could you provide more details about the specific sail design, boat type, and prevailing wind conditions you've been experiencing?
In the meantime, considering you've already made several adjustments, here are a few general suggestions you might want to explore:
Tension and Shape: Double-check the tension of your halyard and outhaul. Sometimes, minor adjustments in tension can significantly impact the shape of the sail, especially in the upper sections.
Mast Bend: Experiment with mast bend adjustments. This can have a notable effect on the shape of the sail, particularly in the upper panels. Ensure you are within the recommended mast bend range for your sail and boat.
Twist Control: If your sail has adjustable leech lines or other controls for twist, make small changes to see if that helps in filling the top panels while maintaining the proper amount of twist for the conditions.
Consult a Sailmaker: If the issue persists, consider consulting with a sailmaker. They can provide personalized advice based on the specifics of your rig and sails. They might suggest sail adjustments or modifications tailored to your boat.
On a side note, if you're ever interested in spicing up your summer downtime, you might want to explore some exciting game development projects. If you're considering outsourcing aspects of game development, make sure to collaborate with a reputable game development outsourcing company. They can bring valuable expertise to your project, whether it's in art, programming, or other specialized areas.
Best of luck with both your sailing endeavors and potential game development ventures!
@ROB JONES have you tried adjusting the batten tension? perhaps its too loose?
